Management

Malcolmn Pryor (USA) – Executive Director, President & Chief Executive Officer

Malcolmn D. Pryor has over 35 years experience in the finance services industry. Prior to SAEDF, Mr. Pryor is the Chairman of Pryor, Counts & Co., a leading minority-owned investment banking and brokerage firm with offices in six cities and total underwriting of municipal and governmental securities in excess of $49 billion.

Prior to establishing Pryor, Counts & Co,Mr. Pryor was an institutional sales representative for Goldman, Sachs & Co. where he was responsible for establishing and expanding the government and money market securities business. He subsequently became a member of the Philadelphia Stock Exchange in Securities 1981 where he traded options on equity securities until 1983.

Mr. Pryor holds an undergraduate degree in Marketing and Economics from Howard University, and a Masters of Business Administration from the University of Pennsylvania ’s Wharton School . Mr. Pryor holds NASD licenses 7, 24 and 63.

Rafique Symonette – Chief Investment Officer

As Chief Investment Officer, he provides day-to-day advisory support to entrepreneurs and sources investment opportunities to provide equity investments and loans in the form of expansion capital.

Prior to the SAEDF, Mr. Symonette worked at GoodWorks International. As Principal, Enterprise Development, he was responsible for exploring new fund management opportunities in the enterprise and infrastructure development sectors. He also worked for the Monitor Company as a strategic management consultant advising on corporate strategy and operations in pharmaceuticals, transportation, telecommunications and consumer goods industries. While at Monitor, Mr. Symonette worked throughout North America and Europe, extensively in New York, London, Toronto, and Stockholm.

Mr. Symonette has a Bachelors of Science in Economics from the Wharton School at the University of Pennsylvania. He is a member of the Wharton Private Equity Alumni Network. Prior to Wharton, Mr. Symonette attended the United Nations International School in New York City, and the Crescent School in Toronto.

Emmanuel Qua-Enoo – Chief Financial Officer

Mr. Qua-Enoo has a combined eight years of Financial Services and Development Finance expertise. He has specific private equity skills in Finance and Accounting, having served as the Chief Financial Officer of the Southern Africa Enterprise Development Fund where his duties included dealing with: Stakeholder financial reporting and compliance; Finance and control of the Fund and its portfolio companies; Review of Fund portfolio valuations; and serving on the Fund’s internal investment committee. Additionally, Mr. Qua-Enoo has experience in valuations, financial modeling, structuring and taxation. Mr. Qua-Enoo holds a Bachelor and Honors Degrees in Commerce from the University of Natal and a Masters Degree in South African and International Taxation from the University of Johannesburg. Mr. Qua-Enoo is also a qualified Chartered Accountant, registered with the South African Institute of Chartered Accountants and an Alumni of the United States Venture Capital Institute.

Layn Saint-Louis – Senior Vice President & General Counsel

Layn Saint-Louis has worked as an attorney in private practice at Washington D.C. based law firms for over 12 years, with significant focus on government relations, venture capital financing and private equity financing within the emerging markets. Mr. Saint-Louis is experienced in handling equity and debt related transactions across multiple sectors, most notably those involving aircraft finance, telecommunications, banking, and oil & gas. In addition, he has garnered skills in negotiations with private equity operatives in Africa and via documentation of deals. Mr. Saint-Louis is a graduate of Middlebury College and earned a Masters degree from Harvard University and a Juris Doctorate and Masters Degree from Howard University. He joined SAEDF in 2007 and is fluent in French.
